Hawaii Department of Transportation directed to study cumulative traffic impacts of all proposed and likely developments on Kamehameha Highway in the North Shore and Koolauloa Districts of Oahu.

Study must analyze traffic factors including background levels, large developments (Turtle Bay Resort expansion, Malaekahana residential development, Koa Ridge), rental cars, tour buses, in-fill developments, and other related factors.

Analysis must evaluate cumulative impacts regarding highway capacity metrics such as vehicles per hour ratios, levels of service, and other relevant statistical data.

Department of Transportation required to submit report with recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013.

Concurrent Resolution requests study to address comprehensive regional traffic impacts, as individual development projects currently only study their own project impacts rather than cumulative effects.
