Department of Business, Economic Development, and Tourism requested to determine financing mechanisms to help private parking lot owners cover costs of electric vehicle charging units and parking stalls required under Act 156 (2009).

Hawaii State Energy Office to consider funding mechanisms including surcharges on electric vehicle dealerships and tax incentives or subsidies for businesses complying with Act 156 requirements.

Task force to seek input from Department of Taxation, Department of Budget and Finance, Disability and Communication Access Board, all four counties, auto dealerships, parking lot owners, and charging station installers.

Task force required to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convening.

Task force dissolved no later than June 30, 2013.
