Urges the Office of Planning to coordinate with state agencies that hold title to or leases of land along the elevated rapid transit line route to develop a community development plan for affected communities

Requests the State use information from the community development plan to update state plans, focus density in appropriate areas, preserve agricultural and conservation lands, and prevent urban sprawl

Acknowledges that the City and County of Honolulu has already prepared transit-oriented development plans for East Kapolei, Waipahu, Pearl City, and Aiea, with ongoing stakeholder engagement for Kalihi and Downtown Honolulu

Intends to enhance and assist in developing thorough and effective plans rather than duplicate existing city and county efforts

Senate committees amended the measure to replace references to "elevated rapid transit line" with "transit route" and made technical clarifications
