Requests the Governor to return Senate Bill No. 650, H.D. 1 to the Senate for proper correction before the bill receives gubernatorial approval.

S.B. No. 650, H.D. 1 proposes a constitutional amendment authorizing the Chief Justice of the State Supreme Court to appoint retired judges to serve as emeritus judges.

The bill was enrolled to the Governor on April 13, 2012, but the ten-day notice requirement under Hawaii State Constitution Article XVII, Section 3 had not yet expired as of the resolution date.

Invokes Senate Rule 58 of the Twenty-sixth Legislature, which allows bills to be returned by concurrent resolution to the appropriate house for correction prior to gubernatorial approval.

Directs transmission of a certified copy of the concurrent resolution to the Governor of the State of Hawaii.
