Requests the Auditor to conduct a sunrise review of proposed regulation of body piercers under Senate Bill No. (2012) as required by section 26H-6, Hawaii Revised Statutes

Requires assessment of alternative forms of regulation for body piercing, which is currently unregulated in Hawaii

Proposes that body piercers be licensed by the Department of Commerce and Consumer Affairs and required to perform piercing only in permitted shops or other approved locations

Cites health risks associated with body piercing including infection, allergies, nerve damage, tetanus, and potential transmission of hepatitis B, hepatitis C, and tuberculosis without sterile techniques

Requires the Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session
