Reaffirms Hawaii's sovereignty under the Tenth Amendment, which reserves all powers not delegated to the federal government to the states or the people.

Demands the federal government halt its practice of assuming powers and imposing mandates on states for purposes not enumerated in the Constitution.

Declares that all compulsory federal legislation directing states to comply under threat of penalties or sanctions, or requiring states to pass legislation or lose federal funding, should be prohibited or repealed.

Serves as formal notice to the federal government to cease and desist mandates beyond the scope of constitutionally delegated powers effective immediately.

Requires certified copies be transmitted to the Speaker of the U.S. House of Representatives, President of the U.S. Senate, Hawaii's congressional delegation, and the Governor.
