Requests the State Auditor conduct a financial and management audit of state agencies with salary and wage overpayments.

Requires audit to document the full extent of overpayments by department, including amounts repaid, amounts still eligible for repayment, and amounts deemed uncollectable.

Requires audit to review state efforts to resolve overpayments and provide legislative recommendations to address and prevent future salary and wage overpayment issues.

Auditor must submit findings and recommendations no later than twenty days before the 2013 Regular Session convenes.

Notes state had over $2,000,000 in employee overpayments with $1,587,393 still owed as of December 31, 2011, including debts dating back to 1994.
