Requests the Legislative Reference Bureau to conduct a study on methods other than tax incentives to encourage employers to provide long-term care insurance and individuals to purchase it.

Directs the Legislative Reference Bureau to seek input from businesses on employer-supported, feasible methods to encourage long-term care insurance provision and payment by employers.

Identifies high cost as a major barrier to widespread long-term care insurance availability and notes that tax incentives benefit higher-income individuals more than lower-income individuals due to deduction structures.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2013 Regular Session.

Directs transmission of certified copies to the Director of the Legislative Reference Bureau and the Director of Health.
