Requests the State Auditor to conduct a study assessing the feasibility of consolidating oversight of adult residential care and foster home facilities under a single state department.

Requires the Auditor's study to evaluate current quality assurance responsibilities across departments, review standards and inspection processes for residential care facilities, and recommend an integrated management strategy.

Directs the Auditor to propose necessary amendments to existing law to implement study recommendations.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2013 Regular Session.

Mandates transmission of the resolution to the Auditor, Directors of Human Services and Health, and the Hawaii Long-Term Care Commission.
