Requests the State Auditor to conduct an impact assessment on proposed mandatory health insurance coverage for diagnosis and treatment of autism spectrum disorders under accident and health insurance, group hospital and medical service contracts, and health maintenance organizations

Requires the impact assessment to comply with sections 23-51 and 23-52 of the Hawaii Revised Statutes and evaluate the social and financial effects of the proposed mandated coverage

Mandates the Auditor submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes

Requires certified copies of the resolution be transmitted to the Auditor and Insurance Commissioner, with the Commissioner distributing copies to all state health insurers and health maintenance organizations
