Requests the Department of Human Services to convene a joint public and private sector task force to examine the feasibility and benefits of extending foster care eligibility to age twenty-one.

Task force must examine federal Fostering Connections to Success and Increasing Adoptions Act of 2008 requirements and identify supportive programs, policies, and design features for extended foster care.

Task force composition to include representatives from executive, legislative, and judiciary branches; legal advocates; independent living program providers; resource caregivers; and foster youth alumni.

Task force must analyze key design features including eligibility requirements, case management delivery, placement options, and net fiscal impacts of proposed changes.

Task force must submit findings and recommendations to the Legislature no later than twenty days before the 2013 Regular Session convenes.
