Department of Accounting and General Services shall consult with the Department of Transportation to determine the cost of constructing an overpass over the H-1 freeway extending between Nuuanu Stream and Queen Emma Street.

The proposed overpass would serve dual purposes of reducing traffic noise pollution and providing green space or community park use for downtown residents.

Department of Accounting and General Services must submit a report with findings and recommendations to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Certified copies of the resolution shall be transmitted to the Comptroller and Director of Transportation.
