Requests collaboration among the State Board of Nursing, Professional and Vocational Licensing Division, Department of the Attorney General, and Hawaii State Center for Nursing to identify and remove barriers to workforce data sharing.

Directs these agencies to identify barriers preventing the Hawaii State Center for Nursing from sharing its data and information on new initiatives, including concerns about mailing costs and statutory authority to release information.

Directs agencies to identify barriers preventing full implementation of recent legislation allowing Advanced Practice Registered Nurses to practice to the full extent of their education and training.

Requires agencies to submit a draft report to the Legislative Reference Bureau by November 1, 2012, with findings, recommendations, and any proposed legislation.

Requests the Legislative Reference Bureau to submit a final report to the Legislature no later than twenty days before the 2013 Regular Session convenes.
