Urges the Governor, Department of Hawaiian Home Lands, and Department of Public Safety to consider developing a new correctional facility on Department of Hawaiian Home Lands property adjacent to Hilo International Airport.

Cites insufficient capacity in existing state correctional facilities and notes that approximately one-third of Hawaii's prisoners are incarcerated out of state, separated from families and communities.
