Requests the State Foundation on Culture and the Arts to establish a working group to develop recommendations regarding the administrative placement of the foundation and report findings to the 2013 Legislature.

Directs the working group to leverage public-private financing and develop a strategic plan to expand Hawaii's cultural, heritage, and arts organizations for visitor experiences.

Requires recommendations on a sustainable funding model to support increased investment in cultural, heritage, and arts programming throughout the State.

Mandates collaboration with stakeholders including the Department of Business, Economic Development, and Tourism; Department of Land and Natural Resources; Hawaii Tourism Authority; Office of Hawaiian Affairs; and Bishop Museum.

Received support from the Department of Accounting, Department of Business, Economic Development & Tourism, and Department of Land & Natural Resources.
