Transfer the functions of the Hawaii Tourism Authority to the Department of Business, Economic Development, and Tourism to achieve greater efficiencies and focused expenditures during economic challenges.

Eliminate state distribution of transient accommodations tax revenue to counties and authorize each county to assess its own county tourism tax surcharge for fiscal self-sufficiency.

Governor must report to the Legislature no later than twenty days before the 2013 Regular Session on the status of the HTA transfer, elimination of TAT distributions, and any necessary legislation.

Certified copies of the resolution shall be transmitted to the Governor, DBEDT Director, HTA Executive Director, and the Mayors of Hawaii, Honolulu, Kauai, and Maui counties.
