Encourages state and county agencies and large water users to adopt the Landscape Industry Council of Hawaii's Irrigation Water Conservation Best Management Practices to reduce outdoor water usage.

Establishes best management practices for new irrigation installations including head-to-head sprinkler coverage, climate-based automatic controllers, flow sensors, and use of non-potable water sources when available.

Establishes best management practices for irrigation maintenance including seasonal timing adjustments, periodic water audits, deep and infrequent watering, mulching, drought-tolerant plants, and nighttime irrigation scheduling.

Recognizes that landscape irrigation accounts for 50% or more of average household outdoor water usage and that poorly maintained systems can waste up to 50% of water through inefficient practices.

Requests the Landscape Industry Council of Hawaii to disseminate this resolution to all state and county agencies and large water users to promote water conservation and efficient irrigation practices.
