Encourages the Department of Human Services to implement mandatory training requirements for any person, agency, or organization before certification as a Community Care Foster Family Home.

Urges the Department to adopt administrative rules giving Case Management Agencies greater authority to hold Community Care Foster Family Home caregivers accountable.

Recommends consideration of improvements including limiting licensed Case Management Agencies, establishing infraction lists with penalties, and allowing probation with corrective action plans for homes.

Suggests additional improvements including cost-saving measures for medications and dietary compliance, expanding treatment team meetings to include nurse care managers and physicians, and measuring quality through satisfaction surveys.

Directs certified copies of the resolution be transmitted to the Department of Human Services and Case Management, Inc.
