Requests the Board of Education and Department of Education to comply with findings and recommendations from the Office of the Auditor's Management Audit (Report No. 08-02) of the Hawaiian Studies Program.

Directs development of a viable K-6 Hawaiian studies program with stated goals, objectives, evaluation measures, and a five-year strategic plan, and updates curriculum guides for grades K-6.

Requires clear delineation of the roles of kupuna (Hawaiian elders) and makua as cultural teachers versus regular classroom teachers, with substantive resources allocated for their training and education.

Mandates monitoring of fiscal responsibility for Hawaiian studies funds in schools and prohibits diversion of the $2,800,000 kupuna allocation to unauthorized purposes like operating expenses, supplies, and capital items.

Requires the Board of Education and Department of Education to provide accounting of all Article X, Section 4 Hawaiian education program expenditures and report progress to the Legislature by twenty days before the 2013 Regular Session convening.
