Urges the United Nations to grant Taiwan participation as an observer in the United Nations Framework Convention on Climate Change Conference of the Parties.

Notes that Taiwan is classified as an industrialized nation but has not been permitted to participate in the UN Framework Convention on Climate Change, despite having one of the largest green energy industries globally.

Highlights that Taiwan is the world's largest LED manufacturer and second largest solar cell manufacturer, and has committed to reducing greenhouse gas emissions by at least 30 percent by 2020.

Cites Taiwan's precedent of participating as an observer in the World Health Assembly since 2009 and notes increasing international support from the European Parliament, Central American Parliament, and Association of Pacific Island Legislatures.

Directs certified copies be sent to the U.S. Department of State, UN Secretary General, Republic of China President, U.S. Environmental Protection Agency Director, and Taiwan Environmental Protection Administration Minister.
