Requests the Hawaii State Auditor to conduct a management and financial audit of the University Clinical, Education and Research Associates, Inc., a separately incorporated not-for-profit corporation associated with the University of Hawaii John A. Burns School of Medicine.

Audit is requested because the organization functions as a practice plan for School faculty and generates clinical revenues, but was not included in the prior fiscal year 2001-2002 financial audit conducted by the Office of the Auditor.

Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the Regular Session of 2013.

Requires certified copies of the resolution to be transmitted to the Auditor, Governor, University of Hawaii President and Board of Regents Chair, School Dean, and the organization's Chief Executive Officer.
