References 2010 federal inspections showing 11 of 65 federal public housing projects failed with scores of 59 or below, and approximately one-third scored 69 or below.

Identifies HUD's Capital Fund Financing Program and Rental Assistance Demonstration Program as mechanisms to leverage private investment with federal subsidies for project improvements.

Requires copies of the resolution be transmitted to the Executive Director and Board Chairperson of the Hawaii Public Housing Authority.
