Requests the Department of Labor and Industrial Relations and Department of Human Resources Development to develop a ten-year attrition and development plan for state employees covering 2014-2024

Plan should identify key shortage positions, analyze projected retirements of current workforce, and address skills gaps needed for future government operations

Directs inclusion of succession planning for management, basic curricula for new employees, recruitment efforts for workforce diversity, and training opportunities for retention

Requires progress report to Legislature 30 days before Regular Session of 2013 and final plan 20 days before Regular Session of 2014

Plan development should incorporate feedback from public employees, affected agencies including University of Hawaii and Hawaii Government Employees Association, and analysis of demographic shifts in state workforce
