Urges the Department of Land and Natural Resources, in consultation with the Department of the Attorney General and Office of Hawaiian Affairs, to evaluate the feasibility of establishing laws requiring written permission from landowners to hunt on private lands.

Directs the departments to discuss potential amendments to criminal trespassing laws to restrict unlawful entry on private property while in possession of a firearm.

Requires discussions to address issues including feasibility of obtaining written permission, enforcement when property boundaries are unclear, obtaining permission from absent or abutting landowners, and protecting Native Hawaiian subsistence, cultural, and religious hunting rights under the Hawaii State Constitution.

Requests the Department of Land and Natural Resources submit a report with findings and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Directs certified copies be transmitted to the Chairperson of the Board of Land and Natural Resources, Attorney General, and Chairperson of the Office of Hawaiian Affairs.
