Requests the University of Hawaii, with assistance from the Department of Education and other educational organizations, to review state funding for English as a Second Language instruction and Hawaiian language programs.

Directs the University of Hawaii to identify any differences or disparities in funding between the two language programs.

Requires the University of Hawaii to report findings, recommendations, and projected costs to address funding disparities to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Received support from the Office of Hawaiian Affairs, Department of Education, Association of Hawaiian Civic Clubs, and concerned individuals.

Committee on Hawaiian Affairs recommends adoption of the measure.
