Urges the Department of Land and Natural Resources and Public Land Development Corporation, with County of Hawaii assistance, to conduct a study on establishing a public-private partnership to develop and improve the East Hawaii area of Hawaii County.

Identifies the need to address serious financial and employment challenges and failing tourism infrastructure in East Hawaii through coordination between state and county agencies.

Recognizes the Public Land Development Corporation's mandate to optimize public lands for recreation, leisure activities, and revenue generation through private sector partnerships that create work opportunities.

Aims to facilitate potential development and improvement of state lands while promoting community building, a safe and healthy environment, and economic vitality in the East Hawaii area.

Received support from the Public Land Development Corporation, International Longshore and Warehouse Union Local 142, Indigenous Consultants LLC, Innovations Development Group, and Outrigger Enterprises Group.
