Requests the Departments of Human Services and Health to establish a task force to review expungement policies for unsubstantiated and confirmed abuse and neglect reports in the Department of Human Services' central registry.

Current law under section 350-2, Hawaii Revised Statutes, only requires expungement if allegations are found frivolous or made in bad faith, or if a family court petition is dismissed after an adjudicatory hearing.

Task force shall include representation from the Departments of Health and Human Services, the Judiciary, children and adult advocacy groups, parent and guardian advocacy groups, and other stakeholder organizations.

Task force is requested to assess when and under what conditions reports of alleged vulnerable adult abuse, alleged child abuse, and confirmed child abuse or neglect should be expunged from the central registry, particularly as they affect employment and family care opportunities.

Task force shall submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2013 Regular Session.
