Requests the Hawaii Tourism Authority to study the feasibility of developing a hotel, training hotel, or other commercial retail facility above the Hawaii Convention Center facility.

Study must examine site and logistical issues including traffic and infrastructure demands, jurisdictional and permitting requirements, private sector developer interest, and potential public-private partnerships.

Specifically encourages consideration of partnerships with the University of Hawaii School of Travel Industry Management for internships, externships, and operation of a training hotel.

Requires a concurrent baseline study of current Hawaii Convention Center operations to assess impacts on the facility's operations, management, physical assets, and long-range plans.

Hawaii Tourism Authority must report findings and recommendations to the Legislature no later than twenty days before the start of the 2013 Regular Session.
