Requests the Department of Business, Economic Development, and Tourism, in cooperation with the University of Hawaii, Kapiolani Community College, and the Hawaii Tourism Authority, to develop a plan for expanding the Hawaii film studio Diamond Head campus to increase studio capacity.

Plan must consider adjacent neighborhoods, proximity to nearby hotels, synergies with Kapiolani Community College's digital media programs, and projected impact of increased production activity on surrounding communities.

Plan must offer alternative locations for expansion of film production facilities given potential impacts at the existing Diamond Head location.

Plan must also address the current capital improvement project request for repairs, general maintenance, and basic improvements at the Hawaii film studio.

Department must submit the plan to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013.
