Requires the Attorney General to take action ensuring financial settlements with mortgage servicers appropriately compensate victims, including homeowners and the State.

Addresses widespread mortgage fraud including "robo-signing" (signing documents without verifying contents), fraudulent assignments, and clouded property titles resulting from the 2004 housing crisis.

Notes that banks using the Mortgage Electronic Registration Systems avoided paying local recordation fees and taxes, with counties now suing to reclaim lost revenue.

Requires certified copies of the resolution to be transmitted to the Governor, Attorney General, and Director of Commerce and Consumer Affairs.
