Encourages state and county agencies and large water users to adopt the Landscape Industry Council of Hawaii's Irrigation Water Conservation Best Management Practices to reduce outdoor water usage.

Outlines best management practices for new irrigation installations including head-to-head sprinkler coverage, climate-based controllers, flow sensors, water-conserving components, and qualified irrigation designers.

Specifies maintenance best management practices such as seasonal timing adjustments, periodic water audits, deep and infrequent watering cycles, mulch use, drought-tolerant plants, and nighttime irrigation scheduling.

Notes that Hawaii's landscape industry generates over $520 million annually and that landscape irrigation accounts for 50% or more of average household outdoor water usage, with poorly maintained systems wasting up to 50% of water.

Requests that the Landscape Industry Council of Hawaii transmit copies of the resolution to all state and county agencies and large water users in the state.
