Requests the Auditor to conduct a financial and management audit of state agencies with salary and wage overpayments totaling more than $2,000,000.

Audit must include the full extent of overpayments by department, amounts repaid and still eligible for repayment, amounts deemed uncollectable, and state collection efforts.

Audit must include recommendations for legislation to address and prevent salary and wage overpayments and improve collection processes.

As of December 31, 2011, employees owed the State more than $1,587,393 in overpaid wages, with some dating back to 1994 and hundreds of thousands of dollars written off as uncollectable.

Audit findings and recommendations must be submitted no later than twenty days before the convening of the 2013 Regular Session.
