Requests the Auditor conduct audits of state department operations regarding high non-base compensation, pay for not working, and salary overpayments to state and county employees.

Directs audits to examine overtime pay usage, excessive sick leave, compensatory time, and their impact on pension payments and "pension spiking" practices.

Requires identification of overpayment patterns, instances of employees receiving compensation without reporting to work, and the full extent of overpayments by department including amounts repaid and deemed uncollectable.

Directs review of state agencies' personnel policies on overtime, sick leave, and leave without pay, as well as collective bargaining agreements enabling such payments.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2013 Regular Session convenes.
