Transfer the functions of the Hawaii Tourism Authority to the Department of Business, Economic Development, and Tourism to achieve greater efficiencies and focused expenditures during economic challenges.

Eliminate the distribution of transient accommodations tax revenue to counties, as established under Act 195 (1990).

Authorize each county to assess a county tourism tax surcharge to replace lost state distributions and increase fiscal self-sufficiency.

Require the Governor to report to the Legislature no later than twenty days before the 2013 Regular Session on the status of the transfer, elimination of tax distributions, and any necessary legislation.

Transmit certified copies of the resolution to the Governor, Director of Business, Economic Development, and Tourism, Executive Director of Hawaii Tourism Authority, and the Mayors of Hawaii, Honolulu, Kauai, and Maui counties.
