Urges the Department of Land and Natural Resources to review and provide recommendations to strengthen state boating laws and related administrative rules.

Directs the department to hold public hearings on the islands of Lanai, Maui, Molokai, Hawaii, Oahu, and Kauai to review boating laws and promote ocean safety, health, and welfare.

Requires the department to submit a report to the Legislature with findings, recommendations, and proposed legislation no later than twenty days prior to the Regular Session of 2013.

Resolution prompted by two fatal incidents: a diver struck by a commercial zodiac boat near Kaumalapau Harbor, Lanai on July 31, 2011, and a swimmer struck by a boat at Canoe Beach, Kaanapali, Maui on December 29, 2011.
