Encourages the Department of Human Services to implement mandatory training requirements prior to certifying any person, agency, or organization as a Community Care Foster Family Home.

Encourages the Department of Human Services to adopt administrative rules providing Case Management Agencies with greater authority to hold caregivers in Community Care Foster Family Homes accountable.

Recommends considering improvements including limiting licensed Case Management Agencies, establishing infraction lists with penalties, allowing probation and corrective action plans, and implementing cost-saving measures for medications and dietary compliance.

Recommends expanding treatment teams to include nurse care managers, primary caregivers, and primary care physicians, and measuring quality through satisfaction surveys.

Directs transmission of certified copies to the Department of Human Services and Case Management, Inc.
