Request that the Board of Education and Department of Education comply with findings and recommendations from the Office of the Auditor's 2008 Management Audit of the Hawaiian Studies Program.

Direct the Board and Department to develop a viable K-6 Hawaiian studies program with stated goals, objectives, and evaluation measures, including completion and implementation of a five-year strategic plan.

Require updating and revising Hawaiian studies curriculum guides for grades K-6 and establishing clear definitions of roles for kupuna (elders), makua, and regular classroom teachers in the program.

Mandate monitoring of fiscal responsibility for Hawaiian studies funds and allocation of substantive resources for kupuna and makua training in Hawaiian culture and language.

Require the Board of Education and Department of Education to provide an accounting of all expenditures related to Article X, Section 4 of the Hawaii State Constitution (Hawaiian education program) and report progress to the Legislature by twenty days before the 2013 Regular Session convenes.
