Insurance Commissioner is requested to form a working group to study ways to increase competition in Hawaii's health insurance market.

Working group shall include the Insurance Commissioner (chair), Director of Health, Director of Human Services, health care provider representatives, and consumer stakeholders.

Working group is requested to review health insurance market conditions in Hawaii, examine existing laws and policies, recommend strategies to attract new insurers, propose innovative insurance products, and model the effects of additional competition on premium and reimbursement rates.

Working group must report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2013 regular session convenes.

Certified copies of the resolution shall be transmitted to the Insurance Commissioner, Director of Health, and Director of Human Services.
