Requests the Chairperson of the Board of Land and Natural Resources to convene a Manoa Road Task Force to determine ownership and responsibility for maintenance and repair of the portion of Manoa Road leading to Lyon Arboretum.

Task force membership includes representatives from the Board of Land and Natural Resources (chair), University of Hawaii, State Department of Transportation, City and County of Honolulu Transportation Services, state legislators representing the area, Honolulu City Council member from District 5, Paradise Park Inc., and a local resident appointed by the District 5 council member.

Lyon Arboretum is the only university botanical garden located in a tropical rainforest in the United States and hosts approximately 34,000 visitors annually for classes, research, and community activities.

Manoa Road is the only road providing access to the arboretum, but it is unclear which entity owns and maintains the portion leading to the arboretum entrance.

Task force must report findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the convening of the 2013 Regular Session.
