Senate Resolution 63 Summary

• Request the Department of Business, Economic Development, and Tourism to convene a sustainable and alternative energy assessment task force to evaluate and rank alternative energy technologies using objective methodology.

• Assessment methodology must evaluate installation costs, operating costs, replacement costs, decommissioning costs, environmental impacts, employment impacts, energy independence value, and fuel price estimates for energy systems.

• Task force composed of 9 members: 3 selected by Governor, 3 by Senate President, and 3 by House Speaker, with at least one member from Hawaii, Kauai, and Maui counties, selected for environmental, economic, social, and technical expertise.

• Task force members cannot be employed by or consult for organizations that would create conflicts of interest; shall receive expense reimbursement but no compensation; and may solicit advice from government agencies, utilities, and universities.

• Task force required to submit findings and assessment methodology to Governor and Legislature no later than 20 days before the 2013 Regular Session convenes, with the task force dissolved on June 30, 2013.
