Department of Human Services requested to expand income eligibility requirements for Hawaii's section 1115 Medicaid waiver program to raise eligibility to 300 percent of the federal poverty level.

QUEST program, implemented in 1994, originally offered expanded access to children and non-disabled adults with incomes below 300 percent of federal poverty level, but eligibility was restricted in 1996 and lowered to 100 percent in 1998.

QUEST-Net safety net program serves individuals who lost Medicaid or QUEST eligibility due to asset limits; currently covers approximately 220 adults with incomes between 200-300 percent of federal poverty level.

Federal poverty level for QUEST-Net adults was changed from 300 percent to 200 percent as of February 1, 2008.

Department of Human Services directed to report progress on section 1115 waiver program expansion to the Legislature no later than 20 days before the 2013 Regular Session convenes.
