• Request Hawaii Health Systems Corporation to facilitate collaboration between community hospitals and community health centers as required by Hawaii Revised Statutes section 323F-25

• Direct Hawaii Health Systems Corporation to develop an integration plan for seven rural hospitals (Kohala Hospital, Hale Hoola Hamakua, Kau Hospital, West Kauai Medical Center, Samuel Mahelona Memorial Hospital, Kula Hospital, and Lanai Community Hospital) with Federally Qualified Health Centers in their geographic areas

• Require Hawaii Health Systems Corporation to report progress on hospital-health center collaboration and submit the integration plan to the Legislature no later than twenty days prior to the Regular Session of 2013

• Integration would expand focus on primary care and prevention, capture cost-based reimbursement for Medicaid services, and provide free malpractice coverage under the Federal Tort Claims Act
