Requests Hawaii's Congressional delegation to propose amendments to the United States Constitution to address campaign spending issues resulting from the Citizens United v. Federal Election Commission Supreme Court decision

Expresses concern that the Citizens United ruling eliminated prohibitions on corporate and union independent expenditures, characterizing it as an "outright ban on speech" that gives special interest groups and lobbyists increased power in Washington, D.C.

States that the ruling has undermined the influence of average Americans making small campaign contributions and represents a serious threat to democratic representation in Congress and state legislatures

Received testimony in support from Common Cause Hawaii and two individuals

Committees on Public Safety, Government Operations, and Military Affairs and Judiciary and Labor recommend adoption of the resolution
