Requests the Office of the Governor to convene a working group to examine possible reorganization of the Department of Education's adult education program (community schools for adults).

Working group should evaluate whether portions of the adult education program would be better aligned under other state departments or agencies, or county governments, rather than the Department of Education.

Working group membership includes representatives from the Senate Committee on Education, House Committee on Education, Department of Education, Department of Labor and Industrial Relations, Department of Human Services, Department of Health, University of Hawaii System, Executive Office on Aging, all four county mayors, and Hawaii Government Employees Association.

Working group members are exempt from state employee classification under chapter 84 of Hawaii Revised Statutes and are not subject to chapter 92 requirements for public meetings.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convening.
