Urges U.S. Congress to repeal sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 (Public Law 112-81), which authorize indefinite military detention of individuals captured off any battlefield.

Calls on Congress to amend the Authorization for Use of Military Force (Public Law 107-40) and the National Defense Authorization Act to prevent armed forces from investigating, arresting, detaining, or trying persons within the United States.

Requests Congress prevent military detention without charge or trial of any civilian captured off any battlefield, and to clarify that only Congress can declare war while the President can deploy military only to repel sudden attacks on U.S. territory or military.

Requests that Congress amend the Authorization for Use of Military Force to expire upon the end of current combat operations in Afghanistan.

Directs transmission of the resolution to the President, congressional leadership, the Attorney General, Secretary of Defense, and relevant congressional committees.
