Encourages the U.S. Secretary of Defense and Department of Defense to continue the military strategy of forward-basing a visible military force in Hawaii to deter adversaries and maintain free commerce flow in the Asia Pacific region

Requests the Secretary of Defense consider basing additional U.S. military forces in Hawaii as needed to support forward-basing strategy

Urges the Military Affairs Council of the Chamber of Commerce of Hawaii to continue serving as liaison between Hawaii and U.S. Pacific military commands including Pacific Command, Pacific Fleet, Pacific Air Forces, Army Pacific, Marine Forces Pacific, and Coast Guard District 14

Cites regional security concerns including North Korea's nuclear proliferation and military actions, terrorist activities in Southeast Asia, and China's expanding military capabilities and territorial assertions in the South China Sea

Requires certified copies be transmitted to the Governor, federal defense and state department officials, Pacific military commanders, Hawaii's congressional delegation, and the Chamber of Commerce Military Affairs Council
