Requests all state departments to report to the Legislature on costs of facilities maintenance and business equipment servicing contracts.

Requires reports to include comparison of costs between using existing state maintenance staff versus contracting with outside vendors.

Requires analysis of lower-cost alternatives that could save state funds, such as purchasing energy-efficient equipment.

Requests assessment from each department on their recordation, reporting, and record-keeping processes for maintenance expenses.

Directs Department of Budget and Finance to submit findings and recommendations to the Legislature no later than 20 days before the 2013 Regular Session convening, in collaboration with all state agencies and the Chief Information Officer.
