Requests the State Auditor to conduct a study assessing feasibility of consolidating oversight of adult residential care and foster home facilities under a single department.

Current system divides responsibility: Department of Health licenses Adult Residential Care Homes, Extended Care Adult Residential Care Homes, and Assisted Living Facilities, while Department of Human Services licenses Community Care Foster Family Homes.

Auditor's study must assess current state quality assurance responsibilities across departments, review standards and inspection processes for residential care facilities, and recommend an integrated management strategy.

Auditor's study must include proposed amendments to existing law necessary to implement the recommendations.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.
