Direct the Director of State Civil Defense to establish a task force to develop an international response plan for tsunami debris from the March 2011 Japanese earthquake that may reach Hawaii's shores.

Task force membership includes the Director of State Civil Defense, military representative, National Disaster Preparedness Training Center at University of Hawaii, and representatives from Rotary Club, Lions Club International, Kiwanis International, The Nature Conservancy, National Audubon Society, Sierra Club, and Surfrider Foundation.

Task force must address debris tracking information updates, emergency preparedness needs (sirens, evacuation procedures, emergency personnel), coordination of local and state emergency response plans, and wildlife protection measures including safeguards for endangered Hawaiian monk seals.

Task force members receive no compensation but are reimbursed for necessary expenses, with the task force dissolving on June 30, 2014.

Task force must submit a report detailing the international response plan and recommendations to the Legislature no later than twenty days before the Regular Session of 2014.
