Requests the Legislative Reference Bureau to conduct a study of the benefits and drawbacks of implementing term limits for Hawaii legislature members

Cites concerns that campaign spending limits enabled by the 1976 Supreme Court decision in Buckley v. Valeo have made it difficult for non-incumbents to challenge elected officials

Notes that in 1974, the only year with spending limits, 43 percent of House members and 32 percent of Senate members elected were new to the legislature

Requires the Legislative Reference Bureau to report its findings to the legislature no later than 20 days before the 2013 Regular Session convenes

Directs certified copies to be sent to the Director of the Legislative Reference Bureau, Speaker of the House, and Senate President
